To develop Mega Handloom Clusters that are located in clearly identifiable geographical locations that specialize in specific products

The scheme has been formulated by merging all the major components of other schemes namely Integrated Handlooms Development Scheme (IHDS), Marketing and Export Promotion Scheme (MEPS) and Diversified Handloom Development Scheme (DHDS), which is one of the components of National Handloom Development Programme (NHDP) for implementation.

The Comprehensive Handloom Cluster Development Scheme will follow a need-based approach for the integrated and holistic development of handlooms and the welfare of handloom weavers.

Comprehensive Handloom Cluster Development Scheme – Objectives

  1. To empower handloom weavers and build their capacity to enhance competitiveness of their products in the domestic as well as global market in a sustainable and reliant manner;
  2.  To facilitate collectivization of handloom weavers and service provides for procurement, production, marketing and other support activities to promote sustainable growth and diversification;
  3. To give a proper thrust to design development through creation of design studio and involvement of professional designers,
  4. To involve professional marketing chains and marketers to identify the items of production to meet the changing demands of the market,
  5. To provide requisite support/linkages in terms of adequate core & technical infrastructure, technology, product diversification, design development, raw material banks, marketing & promotion, credit, social security and other components that are vital for sustainability of weavers engaged in the handloom sector;
  6. To provide for development of handloom clusters in an inclusive and holistic manner in an environment of empowered and participative decision making;
  7. To encourage convergence of schematic assistance and support services from various schemes and programmes of various government and other agencies in the cluster to optimize resource utilization for betterment of the livelihood, quality of life of handloom wavers and increase income level of the weavers.
  8. Public Private Partnership (PPP) model in the form of collaboration between the Government, beneficiary weavers & their group, financially creditworthy & commercially linked marketing enterprises and the financial Institutions.

As per the guidelines, Comprehensive Handloom Cluster Development Scheme (CHCDS) is implemented for development of mega handloom clusters, having atleast 15000 looms per cluster with Government of India share upto Rs.40 crore in a period of 5 years.

The scheme is under implementation in eight mega handloom Clusters i.e. Varanasi (Uttar Pradesh), Sivasagar (Assam), Virudhanagar (Tamil Nadu), Murshidabad (West Bengal), Prakasam & Guntur districts (Andhra Pradesh), Godda & neighbouring districts (Jharkhand), Bhagalpur (Bihar) and Trichy (Tamil Nadu).
